Unable to join alliance

In galaxy 1
Player: onostoolan
Player I am trying to add to alliance: fettmule
Alliance: the imass
Leader and diplomat rank on my account
Issue:
I am trying to send an invitation to fettmule to join my the imass alliance. I can see many player names but not his in the drop down.
He appears to be in an alliance of one.

Currently you cant invite players in alliance, even only one in the alliance. Ask him to leave his alliance and then send him the offer. Leaving alliance of 1 player doesn't give penalty.
