Opponent fired 0 shots?

I'm fighting this guy right now and he has had two turns of combat with no shots or damage. He's got Cruizers with plenty of damage on them so I don't know what's happening.

i'm pretty sure he has orders set to allways retreat. That way his ships don't shot.
